SA is an NIC, meaning it has both features of developed and developing countries, thus it will be inaccurate to class SA as a third world and likewise it will be inaccurate to rate it as developed. However, the right terminology to use is "newly industrialised country" the status which many experts suggest that SA is just behind the door to be fully recognised as developed country. By the time the $400 billion invested to develop SA infrastructure is depleted, SA would have fully reached that status with modernised infrastructure.
