Have u ever wondered how you can identify fake custom papers?

All you need to check is what we call "CUSTOMS REFERENCE NUMBER" or c-number on your SGD form *single goods declaration form*.

This particular number is actually used to input details of your vehicle and payment of duty into the customs' database. It shows information like the consignee info ( agency handling your job),the means of entry (road for vehicles through land borders and ports for sea),office of entry (idiroko customs command or seme customs command or tincan port),location of vehicle and place of discharge(idiroko border/seme border,tincan),name and address of person/persons responsible for financial settlement (the owner of the vehicle) etc.

What fraudulent dealers do is called MO or machined outside-this is a process where a forger forges the bank receipts and all customs documentation. The documents look genuine but are not in the customs data base. It is a giant syndicate in the ports and borders because the vehicles are ultimately smuggled out of the ports/borders with conivance of fraudulent customs officials.

At the top right hand corner of your document is a very bold set of numbers. This is the "C" number. You can not miss it because it is so bold and prominent. Underneath it is a date. That date is to reflect the date duty was paid at the bank and stored in the customs ASSYCUDA data base. ASSYCUA means "automated system customs data". And the date under the C number means that that C number was computed into the data system on that date plus all the charges paid. If the payment reflects on the data base it means your documents are genuine,on the other hand if it does not reflect it means your car documents are duds/fake and your vehicle is liable to seizure and confiscation if you are stopped at any check point,if you are on a long distance journey.

My advise to any one buying a car from anybody is to request for the relevant documents in particular the SGD form which means "single goods declaration form" and has the C number boldly written at the top right hand corner. Under the C number is the date that document was posted into the data system.
No two vehicles can have the same C number and date. So armed with this you can visit any customs station to know if your documents are genuine.

With some cotonou smuggled cars showing up on our streets with forged documents as lagos cleared cars and vehicles been M.Od out of ports,this is a stress-free method of verifying your papers.

We've received several calls about the charge that has been placed on the custom duty check and why we've decided to collect the money upfront.

One, there are logistics to be considered. Logistics like to be considered include transportation and most importantly,time. We have to traverse between apapa/seme to Ikeja most days to run the checks because the server in seme as been shutdown and apapa is too busy for checks.

The only command available is the F.O.U in Ikeja and with Lagos holdups etc, it's not an easy task. Anyone running around has to be compensated even if it's just =N=1,000.

Two, the officers involved have to be remunerated for their efforts cos they've other jobs they've been mandated to do and taking time off to run the checks and it's something to be appreciated. Paying =N=4,000 saves you lots of hassles on the highways and it's way better than been caught flat footed.

Three, we've always had issues when after checks have been run and clients suddenly renegade their pledges and it also makes us look bad in the presence of the officers that have run the checks.

The only command available is the F.O.U in Ikeja and with Lagos holdups etc, it's not an easy task. Anyone running around has to be compensated even if it's just =N=1,000.

Two, the officers involved have to be remunerated for their efforts cos they've other jobs they've been mandated to do and taking time off to run the checks and it's something to be appreciated. Paying =N=4,000 saves you lots of hassles on the highways and it's way better than been caught flat footed.

Three, we've always had issues when after checks have been run and clients suddenly renegade their pledges and it also makes us look bad in the presence of the officers that have run the checks.

Many of the people that think N4,000 is high will still pay times hundred of that amount when their registered or non-registered vehicles are impounded along benin-ore or Ibadan - akure- lokoja routes for fake papers or under-values.

Which is better, between checking now to know where you stand or rolling around on ground when your vehicles are impounded or using public means of transportation anytime you want to travel with your folks and your vehicle is sitti down idle in your garage.

Please and please, the management of Jelad ventures is tired of the insults and we're also sorry for the inconveniences caused but rates remain at N4,000. Imagine a situation,you decide to use the f.o.u in Ikeja for checks and you spend hours in traffic,which may cost you almost N2,000- N3,000 fuel to and from. You also need to consider the man-hour lost too, then when you get there, you'll still be charged for the checks. We're sorry but is that not been penny wise but pound foolish?

Checks cost N4,000 and it's collected upfront. If you want papers re-printed, we don't have issues with that, it'll be printed but we'll need firm confirmation that the vehicle is already in Nigeria and not those stuck inside Cotonou.

If not for the over-sabi of many importers and the Naija mode of wanting to cut corners, how can you import a vehicle through land borders then process duty in a port. It's like importing through tincan then taking your time to go down to Seme border for duty, which isn't just possible.

This trend rose immediately after the government ban in January and it was so unfortunate that many importers fell for this scam even when it was so glaring that they'll be scammed. If you fall into this category, it's better you run checks on your papers before the long hands of F. O. U drag you into their net.

IF YOU'RE HAVING ISSUES WITH LOST DUTY PAPERS,KINDLY GO THROUGH THESE STEPS AND SEE IF IT WILL BE OF GREAT HELP.

1. EXPERIENCED AGENTS KNOW THAT THEY MUST HAVE OFFICE COPIES OF WORK THEY'VE DONE. OFFICE COPIES CAN BE USED TO TRACE THE C-NUMBER AND ORIGINAL COPIES CAN BE PRINTED.

2. IN CASE OF LOST OFFICE COPIES, AGENTS OR IMPORTERS CAN TRY TO REMEMBER THE DAY/MONTH THE DUTY PAPERS WERE PROCESSED.

3. THE DTI ( DIRECT TRADER INPUT) CAFE WHERE THE DUTY WAS CAPTURED NEEDS TO BE KNOWN.

4. THE DTIs AND AGENCIES ALWAYS KEEP RECORDS OF JOBS THEY'VE DONE AS A BACKLOG IN THEIR SYSTEMS AND ALSO IN NOTEBOOKS BEFORE THEY STAMP THE PAPERS.

5. THE AGENT CAN GO THROUGH THE LOGS AND CHECK IF THE JOB WAS REGISTERED.

6. IF IT IS FOUND IN THE LOG BOOKS, THE DTI CAN THEN USE THE ASSESSMENT NUMBER TO CHECK TO DO A REPRINT OF THE ASSESSMENT NOTICE AND VOILA, A NEW DOCUMENT CAN THEN BE REPRINTED BY THE NIGERIAN CUSTOMS ICT UNIT.

So many people have called to ask what they can do if their vehicles were undervalued.

A D.N can be raised, it is a voluntary payment used to boost the initial payment to an acceptable minimum limit as stipulated by Nigerian customs and Federal ministry of Finance. The only command we're using right now for this process is the F.O.U in Ikeja, Lagos state.

To the potential client that sent the SMS shown below, you can go all the way down any NCS facility near you to run checks yourself if you think that we're scammers. What we are doing is within our jurisdiction as licensed agents. Always try to read through threads before you pick offence even when a call was made to sort things out.

Pictures are shown below where checks have been run and clients have asked for a reprint. How can a reprint or proof be printed when you've not even done the check? .. How can a person go all through things posts then still come back to ask "what makes up our service" is so shocking and how that same person picks offence at been asked if he wants to run a check or not is completely beyond us.

Dear Sir/Ma, we're sorry but if you feel that N4,000 is too large a sum to entrust us with, there are people that can help you run the checks, all you need to do is take time off whatever you're doing in the office, drive through traffic to the nearest NCS office with or without your car, then run then the checks and still drive through the same traffic again.

Ever heard of " OUTSIDE EXIT"?

it's been of the issues we've discussed in one of our posts on Nairaland and due to popular demand for it to be discussed again and for the fact that a client almost fell for the dealer's trick has prompted us to bring it to the front burner again.

WHAT'S A "OUTSIDE EXIT"?

Outside exit basically means that the agent obtained value from valuation,captured the job in a DTI and paid money to bank but decided to short change government by coming up with fake papers to show that the vehicle was exited in the proper way. Agents sometimes do this in connivance with some importers in order to short pay.

Let's use the 2011 Honda Odyssey this client nearly bought as an example.

1. The agent obtained value from the valuation unit.

2. He/she captured and obtained the SGD form.

3. Money is paid into bank but the agent now refuses to submit the documents but decides to fake the remaining papers to prevent custom officers from detecting that the vehicle was undervalued. In the case used as an example, N19,220 was paid on a vehicle that should've paid N1.4m as custom duty.

***** Please note that immediately capturing was done, the ASYCUDA (The Automated System for Customs Data ) section is already aware that a particular vehicle has been captured into the system and are expecting that a payment will be made into a designated bank and after going through the normal protocols,the file/documents will end up in their office for the final exit to processed. Failure to do this by any agents renders the documents useless and whoever uses it is more or less plying the highways with fake papers.

****** ASYCUDA is a computerised customs management system which covers most foreign trade procedures. The system handles manifests and customs declarations, accounting procedures, transit and suspense procedures. ASYCUDA generates trade data that can be used for statistical economic analysis. It's a computerized system designed by the United Nations Conference on Trade and Development (UNCTAD) to administer a country's customs and it's in use throughout custom formations in Nigeria.

This client would've thought he had a nice deal in his hands if he hadn't taken time and money to run checks on the duty paper. If he had bought the vehicle and it was caught by F.O.U patrols,it would've caused a nightmare cos if it isn't outright seizure, he would've paid a huge sum of money as D.N in order to secure the release of his vehicle.
