Please can someone explain why US doesn't want another country to operate or own any technology related to ballistic missile?

We were one of the initial funders. The project got too expensive to continue funding. We pulled out.

It has become difficult to acquire new military gear under this economy.

Pulling out was a rather stupid decision. Yes the delays at Airbus resulted in a cost escalation, but compare that with what we've been paying since then to charter heavy lift. And of course, it didn't help that someone at MoD confused the life-cycle price with the sale price, and the resulting public outrage was simply too much.
Indonesia is paying $2 billion for 5 planes whilst we were going to pay $2.5 billion for 8!
At least Denel Aerostructures and the rest of our aeronautical industry are still working on the A400M and earning from it. And Airbus hasn't given up trying to sell it to us. That's why they signed an agreement guaranteeing Airbus dynamic components to support any future Rooivalk MK2. So the nonsense that killed prospective Rooivalk sales to Turkey and Australia will not be repeated.

If we get anything it will be new C130's.

Americans are offering them at the same price they sell them to the USAF... thats too good a deal to turn your nose up at.

But then again... Germans said they would finance a sale of excess A400M's

Jesus, I just want this to end.

Getting the C130J might only be good as a replacement for our medium/tactical airlift. We would still have no heavy/strategic lift.
The Germans and the Spanish wanted us to take over their production slots. The advantage was that we wouldn't pay Airbus the acquisition costs, but a govt-to-govt agreement would entail basically "take delivery now, and pay later". We should have taken them up on their offers, and possibly played one against the other for favourable terms.

There was a proposal floating around at JOps for some sort of SADC Transport Aircraft Pool, along the lines of NATO's Shared Airlift Capacity. I can just imagine the bun fight with that one: SA & Botswana saying western heavies; Angola, Namibia, Zimbabwe and the rest saying eastern ones. Realistically, even getting an agreement in principle is far into the future. Look how long it took to set up the SADC Brigade's Logistic base.

SOLDIER BAGS 7 YEARS IMPRISONMENT FOR MANSLAUGHTER
, another 14 months for desertion.

The General Court Marshal (GCM) of 7 Division sitting in Maiduguri,
Borno State has sentenced a serving soldier to seven (7) years
imprisonment for manslaughter for shooting and killing one Mr. Umar
Alkali within the popular Monday Market in Maiduguri metropolis on 23
December 2015.
The soldier (name withheld) was found guilty of manslaughter punishable
under Section (105) of the Armed Forces Act CAP A20 of the Laws of the
Federal Republic of Nigeria 2004.

The soldier's plea that he acted in self defence, that the deceased assaulted
and tried to wrestle his rifle from him before he shot and killed him to
save his life and that of his compatriots was set aside on the ground of use
of disproportionate force.
While dismissing the initial charge of murder leveled against the soldier
the GCM upheld the charge of manslaughter.

211 Special Operations Base in Owerri under construction.

The "211 Regiment Group" is a unit of the Special Operations Command of Nigerian Air Force

The Nigerian Air Force is currently building 7 Special Operations bases across Nigeria. 1 base in each of the country's 6 geopolitical zones. The 7th would be in Abuja.
