Is Lagos government state now equivalent to the Federal Government ?

I have noticed Lagos state government is the only one people compare to the FG, as if Lagos is expected to do everything the FG can do.

Lagos state is definitely doing something right, otherwise, there should be no basis for comparing a state to the FG
