is it not supposed to be the police that mediates between ruly and unruly citizens?
then how do we justify the concept of the head of the body responsible for this task engulfed in such issues.

maybe is high time we let this individuals know that the law was made for all and not some.

THIS IS NOT A THING TO JUBILATE ABOUT. ALTHOUGH IT IS GOOD THAT JUSTICE HAS BEEN FINALLY DONE TO THIS GENTLEMAN, IT IS NOW TIME TO PROVE TO NIGERIANS THAT HE CAN MAKE THE DIFFERENCE. A LOT OF POSITIVE THINGS HAS BEEN SAID ABT HIM, SO HE HAS A HERCULEAN TASK DEFENDING HIS CV.

The Nigerian police requires total re-engineering

It will only take a man with insatiable zeal to deliver on that.

While I may have found that zeal in Ribadu, I dont think it exists in ONOVO.

I hope ONOVO proves me wrong.

They usually dont have any skeletons from the past, but somehow the skeletons start sneaking into their cupboards when they are appointed as the head of a Nigerian parastal like the police.

Usually whenever this kind of appointment is made in Nigeria, the natural response on this forum is cynicism and all maners of pessimistic views, but I was suprise to see the jubilation that followed the appointment of this man, I was wondering whether he has fans on this forum, then I checked majority of the fans club and i realized they were the same set of people I prefer to call "Igbo Activists" Well, I congratulates the man, and now that an Igbo man has been appointed IGP, atleast we can have peace of mind. It's time to build Nigeria together .

Ogbonnaya Onovo is new IG of Police

PRESIDENT Umaru Musa Yar'Adua has approved the appointment of Deputy Inspector-General (DIG) of Police, Ogbonnaya Okechukwu Onovo, as the new Inspector-General of Police (IG).

A statement from the Presidency yesterday disclosed that Onovo is expected to resume today.

Onovo, who is 56 this year, has four years more to attain the mandatory retirement age of 60 years. But if service years become the criterion, Onovo will retire at 59 years, when he would have clocked 35 years in service.

An indigene of Enugu State and a son of a law enforcement officer, Onovo was born on February 7, 1953. He received his secondary school education at Izzi Boys High School, Abakaliki and Mary Knoll College, Ogoja, between 1965 and 1972. From there, he proceeded to the University of Nigeria, Nsukka, graduating in 1976 and receiving a Bachelor of Science degree in Political Science with specialisation in International Relations.

Onovo enlisted in the Nigeria Police on August 1, 1977, starting on the rank of Assistant Superintendent of Police (ASP).

Between 1978 and 1984, he was deployed to Port Harcourt, Rivers State capital, Nigeria, where he served the police in various capacities, including Divisional Crime Officer, Administrative Officer, Okrika Police Station; as well as Unit Commander, Second-in-Command to Squadron Commander, and substantive Squadron Commander of the Police Mobile Force in this zone.

Onovo was promoted Deputy Superintendent of Police (DSP) in January 1981; Superintendent of Police (SP) in October 1984 before his redeployment to Owerri, Imo State capital.

Between 1984 and 1986, Onovo served as Divisional Crime Officer and Commander of Surveillance in Owerri before he was promoted to the rank of Chief Superintendent of Police and transferred to Lagos, where he was Staff Officer in the Force Secretary's Office in June 1987.

In 1989, Onovo became Assistant Force Secretary in the Force Headquarters, Lagos, and attained the rank of Assistant Commissioner of Police in March 1990.

In 1992, he was posted to Edo State Police Command to serve as a Deputy State Police Commissioner (Second-in-Command) and, in 1994, to Adamawa State Police Command to serve in the role until his elevation to the substantive rank of Commissioner of Police (CP) in April 1997.

As a Commissioner of Police, he headed the Ogun State Police Command until December 1998, when he was appointed Chairman, National Drug Law Enforcement Agency (NDLEA).

Onovo's effort at the NDLEA prompted the U.S. Department of State's 2000 International Narcotics Control Strategy Report (INCSR), issued on March 1, 2001, to disclose that "Nigeria did take a significant step in November 2000 by transferring into U.S. custody four fugitives wanted on serious narcotics and narcotics-related charges, including two who are on the President's List of Significant Foreign Narcotics Traffickers under the Foreign Narcotics Kingpin Designation Act."

From the NDLEA, Onovo was deployed to the Police Academy in Kano as Commandant in May 2000. He served in this position until his promotion to the rank of AIG in May 2001.

As an AIG, Onovo headed the Research and Planning Department at the Force Headquarters and also served as Force Secretary until February 2002.

Following another upgrade to the rank of Deputy Inspector-General (DIG) in March 2002, Onovo was initially designated the Second-in-Command to the Inspector-General of Police (IGP) in the Force Headquarters. However, between 2003 and 2006, another official re-assignment of tasks placed him in charge of the Criminal Investigations Department, from which he was subsequently moved, in November 2006, to his last designation as the DIG in charge of Administration.

Onovo has attended several professional, development and leadership training courses with the Police and other Federal Government and international agencies.

These include the Cadet ASPs Course; Detective Course; Junior Command Course; Middle Management Course; Senior Management Course; National Institute for Policy and Strategic Studies (NIPSS) Course; and International Humanitarian Law Program in San Remo, Italy, among others.

Mike Okiro is an Igbo man. He does not bend his Igboness. NdiIgbo being situated in the South South and South East geopolitical zones is a blessing to the Igbo. Now, you have an Igbo replacing an Igbo.

People reactions on this tells me how premitive and backward we are in this country i think by now we ought to have risen above tribal, ethnic and religion differences; i thought we are surpose to be one Nigeria, well the highest authority caused it by changing his mind after appointing the most senior police officer Ag IG(Onovo) only to appoint his subordinate(Okiro) the substantive IG. So Nigerians you can see that the appointment of Onovo as IGP has long been over due i hope they'll confirm him.
He on the other hand must leave above board he MUST not allow himself to be used in the forthcoming election to SUBVERT the will of the peolpe.
Congratulations Mr Onovo for the well deserve appointment.

How was Onovo edged out two years ago. I know he was appointed Acting IG but thats what it is, Acting capacity.

He didn't even know what we are all discussing about. Rabiu Kwankwaso was the Defence minister,the only boys that got addmission into the Nigerian Defence Academy were the boys he personally signed for,now Lt. Gen. Dambazau another big shit was published as N.D.A result. Lets pray Onovo doesn't do so to Police applicants from Enugu.

At this point we should be moving on but since you want to join issues oya lets begin.

Can you advice us the wisdom behind appointing an Acting IG when you know that you will be appointing a Substantive IG within hours?.
By the way at the point of initial appointment neither the words acting nor substantive was used, Yar'adua only asked Ehindero to hand over to the most senior police officer after him which he did. That is a fact which can't be denied. The words acting and substantive were later introduced to explain the clumsy handling of IG appointment.

We live in the digital age, so to spin facts are a lot limited these days. We all know why ONOVO in his previous appointment lasted as IG for only a few hours?.

Talking about whether ONOVO was Okiro's senior or not, while years of service or longevity in service could determine retirement, it does not necessirally determine seniority. I don't think you want to suggest that the then IG Ehindero did not know who was the most Senior after him.
I think Seniority amongst DIGs could be classified on who became DIG first.
It is also true that a policeman 'A' who joined the force without any degree could retire from the force having attained maximum age and maximum years of Service as a DPO while another officer 'B' with a university degree could be ACP with 15years of service left and yet a senior to officer A at the time of officer A's retirement.

However at the time Yar'adua had every right to appoint who he likes starting from CP upwards. If he appoints the next in command and realises that the next in command is from Enugu and decides to make a re-appointment within hours we can only ask ourselves why. It surely leaves a bad taste in the mouth.

If there was anything which made ONOVO unqualified then, that thing should have made him unqualified now if it was credible. Nationbuilding or 'ONE Nigeria' should not be paid leap service to or used as a tool to pursue post-conflict cold wars. It should be a call to National consciousness and the need not to remake past mistakes.

I am not particularly excited about Yar'adua appointing ONOVO. His Presidency is already sinking and there has been all sorts of dubious attempts to court the South East in the face of the PDP loosing grip in the South East as 2011 approaches. I don't want to suggest that this appointment is part of that strategy as ONOVO is duly qualified but the fact remains that these guys can be up to all soughts including accepting a truth they would rather deny just for political expediency.

It happens in our schools, offices, government establishments, etc its really painful.

Its sad to see a graduate of economics walking around from bank to bank looking for a job while a less qualified graduate of Arabic studies gets a well paid job in a bank because he's connected.

Indulge me to re-visit the above, especially where "empasised"

Lead Bank, from which he borrowed the money, was distressed and went under, with other people's money (Public's money). Banks dont "print" money, they use depositors fund.
So, the money Okiro took since 2001 and refused to pay back, is NOT HIS PERSONAL BUSINESS.

By Borrowing and refusing to pay back , and on time, he has done a few things even armed robbers dont do!
1.) Created unemployment for the staff of the bank, due to its bankcruptcy.
2.) Social and family upheaveal, for those children of staff and customers whose money he is "chopped" grin
3.) What is the difference between "robbing a bank" and "borrowing and refusing to pay" the bank back? On both cases, the bank is "deprived of its asset" and even in this case, the bank went UNDER!

It was the same Okiro who was hounding and humilating Ribadu! Imagine? A FORGER!

Infact, all those "Yahoo-yahoo" boys he has been arresting better sue him to court tongue tongue
"Pot should never say the Kettle is black", but Okiro did!!

Even as we speak, l know a few friends whose savings died with that bank, in Okiro's pocket! angry

A whole I.G of Police!

I wish Onovo would read all these and take a stand that his fathers name would not be brought to disrepute, on his account. History does not bear him out but he has the chance to "write his own version"
