Your problem is a lack of history in schools. Civil service was very powerful in Nigeria until the Muritala regime civil servants were more powerful than ministers because the civil servants were career professionals with assured tenure and you can’t do anything without their approval . If they don’t approve your plan, your plan is dead.. It was the Muritala regime that killed the civil service. Now civil servants take orders from politicians. There was no quota system until the 1970s after the civil war.
