This is probably the most stupid decision to have come from a state government in the past 2 years!

First, the First Lady was reported by Bayelsa State Government to have obtained the NCE certificate from a College of Education in 1989, and a degree later (the date of University graduation was apparently left out deliberately). Assuming that she started work in the Rivers State civil service with her NCE in the following year, 1990, it meant that she ONLY WORKED for 9 years (from 1990 to 1999) until she received a leave of absence upon her husband's election as Deputy Governor (as stated by the state government).

Second, the Permanent Secretary position is one occupied by senior officers in level 16-17 grade, who must have worked for at least 30 years (in most state and Federal Government establishments). One wonders how someone who worked for 9 years could become a Permanent Secretary!

Third, she will likely enjoy all the perks of that ofice, while she is at the Villa, several hundreds of kilometres away from Yenagoa!

Fourth, as idiotic as this is, also, when did our beloved First Lady transfer her service from Rivers State to Bayelsa State?

Fifth, and this Dickson clown (the Governor) was supposed to be a lawyer!

Sixth, why does President Jonathan like courting needless controversy?

Nigeria, what a country!!!

a) Again, let's not make this issue, which absolutely has nothing to do with the North, about the North.

b) Anslem, I believe spoke for the minorities. Yes, there will be those in the Niger Delta who believe these MEND boys are heros. I expect that crowd will comprise many of the youths in the region who tried to do things the right way only to realize that the violent get reward. But in the end, many of those who are in the Niger Delta feel they have been used by MEND and those in government. And that feeling has over the past two or so years been revealed on so many occassions. To this day many of their concerns have yet to be addressed. Promise after promise has been made them and nothing still.

c) Back to this issue, this IS NOT a National issues, so again, do not bring the North here. This is essentially another knife in the back of Bayelsans. This woman who happens to be from the State(she is married to a man from the state) is unqualified for the post(she has spent the last 12 years essentially doing nothing to improve her CV or her self in any way related to the position). This is a stab at Bayelsans, again sending the message that no matter how qualified you are, the lazy/unqualified person off the street, in your own state, is likely to get rewarded before you do.
When you hire UNQUALIFIED elements into office, what do you expect to happen then? All to go wonderfully well? Really? Look at what we have happening at the National level. Look at the Nations situation today? Are we really doing better, even with the more money we have throwing at the problems? Now imagine what happens at the state level, especially in region where the people have cried for so long of being marginalized. What good could come of that?


I don't have to criticize across board to make you feel good about your personal grudge there against the North. I don't need a grudge to know that what is wrong is always wrong. I don't. This is a particular case we are addressing here. Let's focus on it. And if we find the same problem elsewhere, we focus on that and tackle it in similar manner as well.

The truth is that Bayelsa Govt did a wrong thing by appointing her as a perm sec because in the civil service rules,someone on leave of absence does not get monthly payment,hold office or positions and does not get promoted pending when he/she is re-instated and normalised. I wonder why they did not give their governor the rules knowing he has not been a career civil servant.

Every day i am afraid of reading the news paper because just when i think I've seen it all in Nigeria something more ridiculous will happen. Where else in the world does something like this happen? I don't blame them its nigerians that don't know their right that i blame. They take us for a ride because they know we'll not do anything.I won't be surprised to wake up tomorrow and read that she has been 'appointed' by PDP to contest next governorship election in BAYELSA

Her Excellency having worked had at ensuring thirty cent women representation in the federal goverment needs to take adminstrative control of that State Minstry of Women. She would have to seek approval from Dickson for what ever she would do now. As a humble woman she should take the job. Dont mind them.

You miss my point, I am looking at the bigger picture. I think the bigger picture is to address the Federal character mentality. I have always said Nigeria's problem is not corruption but the federal structure. After years of military rule, certain mindsets has been instilled into the average Nigerian. One of those mindset is that you have to give preference to your own no matter what. Now the problem with that is that we allow this freely in the North but attack it in the south. If we want to eradicate it completely, we have to eradicate it across board. I will give you a fact to corroborate what am saying.

Do you know what excalated the militancy in the creeks? Back in the 90s, militancy was not that cool. They were more like cults operating around port harcourt and going to the creeks to do Bunkering from time to time. The Dey Bam, Highlanders, etc. But something interesting happened. After the Saro wiwa crisis, Abacha decided to do a PR stunt. He invited many of these youths to Abuja to show that government was interested in helping the people of Niger Delta. When they got there, they were amazed at what they saw. They saw what oil money was doing in Abuja. Instead of feeling happy at the president's gesture, they became really really angry and when they returned back, they vowed they were going to fight to the end for resource control. From then on, it didnt matter whether any body was embezzling money as far as he is from Niger Delta, they will say, its our own. That is the beginning of sophisticated militancy as you know it today. If we must talk justice, then we must also talk equity. I will continue to take side with justice and fairness as long as it applies to all. Telling us we cant do what we see others doing is just wrong. I have never seen south west critics come on the street to protest against BH. Never! I have never seen them come out to protest against the north's unfair federal character leverage. I dare say that if GEJ was a northener. He wont get a tenth of the criticism he is getting from you guys. When Turai held the country to ransom, she didnt get this much attack. It is a case of many of you, south west peeps especially, being afraid of the north. That is my position.

Fati Abubakar was a Judge of The High Court before Abdusalam became President. Mary was a Judge before Peter became Governor, her Juniors were elevated to the Supreme Court before she was Invited to go there. They all sat, heard matters and delivered Judgments before and after there Men ascend political office.
For you to justify the first lady appointed to a level seventeen position when is is on level twele makes you a mundugay in my mother tounge.

Now back to the topic. If Patience had gotten her NCE in 1990 and was employed into the state teaching service in 1991(??) as a level 7 officer, she would not have exceeded level 10 as at 1999.

However, someone wrote here that she was at some point a Marketing Officer in a microfinance bank in PH before going back to civil service. All that means she could not have even attained level 10 before her husband became the deputy governor.
Even Seriake Dickson knows that this is a no-brainer that is why he was quick to add some spin tales to justify his stu.pid action.


Now, if someone had been on a leave of absence for more than 13 years, what is the merit in appointing such a person to the highest administrative level in the civil service?

Are there no other people (career civil servants) in the same ministry who have been toiling while she was on AWOL?

GOVERNOR Olusegun Mimiko of Ondo State has approved the recommendation of the Governing Council of state-owned Adekunle Ajasin University, Akungba-Akoko, naming his younger brother, Prof. Nahzeem Olufemi Mimiko, as the Vice-Chancellor (VC) of the institution.

Mimiko, a professor of Political Science who specialises in Political Economy and International Relations, was to be named for the position in April 2006 when he was also recommended by a panel set up by government to shop for a new head for the institution but was rejected inexplicably by the then administration of Dr. Olusegun Agagu.

Even though Prof. Mimiko emerged as the most qualified candidate in 2006, having contested the position during his tenure as the acting Vice-Chancellor of the institution, his brother's involvement in the race to the Ondo Government House, was manipulated as the main reason for his rejection by the Agagu administration.

The governor was reportedly swayed in the choice of Mimiko by the fact that he clearly emerged as the preferred candidate from the long list of contestants shortlisted by the panel and the need to have the best for the institution.

A statement from the Public Affairs Unit of the university signed by Mr. Bamidele Olotu stated that Prof. Mimiko, a thorough academic of international standards, was chosen purely on merits.

It added: "Following interviews conducted on campus by a joint Council and Senate Selection Board last week Thursday, 17th and Friday, 18th December, 2009, the Governing Council of Adekunle Ajasin University unanimously recommended the leading three of the 14 applicants to the Visitor for him to choose one of them as the university's next Vice-Chancellor in line with the University Law. (Schedule 1, Section 7).

"The Visitor has now announced through the Chairman of the Governing Council his gracious choice of Prof. Nahzeem Oluwafemi Mimiko, who was unanimously ranked number one by all the members of the Selection Board, including the consultant as the university's new Vice-Chancellor.

Edicove, munduguy and others I expect you will call and beg madam to decline this appiontment. An insulting appointment to demote her from the high position that fortune had elevated her.
If you a beer palour owner, someone withou shirt or Graduate NCE HOLDER is placed in a position to attend meetings with a retinue of Aide inculding graduates and Federal PermSec. Why would you allow yourself promotion to State Permsec when you cannot sit regulerly and wait till your Commissioner closes before you close.
Fairness means self respect and being fair to yourself.
Again Sanusi was Group managing director of First and Executive Director of UBA, I need not qualify them. One Senior Civil Sevant in Bayelsa will be very better with this appointment.

In 2006, the brother was the VC? Then get your facts right - Femi Mimiko became Ag. Vice Chancellor in 2005 when his brother was in charge of appointments in the government of Ondo State. Yes, Segun Mimiko was then the Secretary to the Ondo State government and ratified his brother's appointment as Ag. Vice Chancellor even though his professorship was less than 2 years old as at that time. even from your argument that Agagu government made him Ag. VC (since Segun Mimiko as Secretary to Government needed Agagu's approval all the same) faulted the earlier submission that Agagu prevented him from becoming VC (when you all concur that his government made him Ag. VC). SImple fact here irrespective of the spin or the numbers of internet rats paid to re-write history is that nepotism is at work. More importantly, who set up the committee that assessed Prof. Femi Mimiko and concluded that he was the best?

Well facts show that Prof. Femi Mimiko in fact selected the committee members for his brother's endorsement and that the committee members were regular visitors to his house before, during and after the selection exercise - so why won't he come 'top' in the selection exercise?

Lastly, it is shameful how Nigerians can take corrupt arguments to the next level - for instance, in a free and fair selection process devoid of any 'blood brother' factor, can any one of you swear by Ayelala that if Prof. Femi Mimiko contest with other qualified Nigerians or even just indigenes of Ondo State who are equally qualified, he would still come out number one? I am sure none of you will swear to Ayelala on this. So, let us shut up - enough of spin on what is bad, please.

In 2006, the brother was the VC? Then get your facts right - Femi Mimiko became Ag. Vice Chancellor in 2005 when his brother was in charge of appointments in the government of Ondo State. Yes, Segun Mimiko was then the Secretary to the Ondo State government and ratified his brother's appointment as Ag. Vice Chancellor even though his professorship was less than 2 years old as at that time. even from your argument that Agagu government made him Ag. VC (since Segun Mimiko as Secretary to Government needed Agagu's approval all the same) faulted the earlier submission that Agagu prevented him from becoming VC (when you all concur that his government made him Ag. VC). SImple fact here irrespective of the spin or the numbers of internet rats paid to re-write history is that nepotism is at work. More importantly, who set up the committee that assessed Prof. Femi Mimiko and concluded that he was the best?

Well facts show that Prof. Femi Mimiko in fact selected the committee members for his brother's endorsement and that the committee members were regular visitors to his house before, during and after the selection exercise - so why won't he come 'top' in the selection exercise?

Lastly, it is shameful how Nigerians can take corrupt arguments to the next level - for instance, in a free and fair selection process devoid of any 'blood brother' factor, can any one of you swear by Ayelala that if Prof. Femi Mimiko contest with other qualified Nigerians or even just indigenes of Ondo State who are equally qualified, he would still come out number one? I am sure none of you will swear to Ayelala on this. So, let us shut up - enough of spin on what is bad, please.

So forgive me if I still do not see the usefulness of your posting an appointment which was generally not protested in Ondo state, in 2006, on in a thread in 2012, on another appointment in another state, Bayelsa. What do you hope to achieve? I just saw how stu.pid you are. Did you actually read what I typed? I was pointing out that Dickson made a wrong move,and that there were other first ladies who had jobs before too....so I do not know what you are ranting about. Anyway,like I said look before you leap.

This was not the wisest of decisions on the part of the bayelsa state govt,and if I was in her shoes I would have turned down the appointment,but then on the other hand this does not count as a criteria to judge this administrations performance cos Madam patience is not involved in the running of our country,so this is her,seriake Dickson and the people of bayelsa's issue.

I do not care about their profiles. But let me add:
To be a VC you must have a PhD and long term teaching and administrative experience. So the guy appointed VC probably has these qualities. But he is not the only one in that University or in Ondo State who is qualified. How transparent was the process? Who appointed those who did teh screening? Now ask yourself if the VC steals university money (as most Nigerians in top positions do), who will prosecute him? Will Mimiko prosecute his brother?

The same also goes for Patience. She has a Bachelors (I am not concerned with her grammars) and working experience that befits the perm sec position in her lowly Bayelsa state.

So she is qualified on face value, just like the Ondo case. The problem is the ethics of appointing your relations or benefactors into positions you cannot control them.

You must be very very naive to think I am in support of any of this.

That in green is what the post says, but I do not buy it because the process could not have been transparent with Mimiko as the Gov and thus the visitor of the university appointing the committee who did the screening. The relationship in both cases is the lack of ethic and nepotism that played out. BTW two years tenure as a prof cannot qualify you as a VC. So you see how nepotim played in?

Why we appointed Mrs. Jonathan as Permanent Secretary – Bayelsa State Government

The Bayelsa State Government yesterday explained why the wife of Nigeria incumbent President, Mrs. Dame Patience Jonathan was appointed as permanent secretary in the state.

The first lady, who is an indigene of Okirika in River state, got her appointment letter signed by the Head of Civil Service of Bayelsa State, Mrs Gloria Izonfo.

A Senior Special Assistant to Governor Dickson on Media and Public Affairs, Mr. Mackson Iworiso said the First Lady got the new promotion due to her long service transferred from the Rivers State Civil Service to the Bayelsa Civil Service.

Iworiso described the appointment as routine action in the Civil Service.

Also, according to a letter signed by the Head of Civil service said: “By the Constitutional power conferred on the state Governor, Hon. Seriake Dickson, in section 203 sub section 2c, Dame Patience Jonathan and Seventeen others were elevated to the position of Permanent Secretary in the State Civil Service”.

Dame Jonathan obtained the National Certificate of Education (NCE) in Mathematics/ Biology in 1989 from the Rivers State College of Education and a Bachelor of Education in Biology and Psychology from the University of Port Harcourt, Rivers State.

She worked in Teaching, Banking and as a Sports Administrator in the State Civil-Service. She was First Lady of Bayelsa State.

Mrs. Jonathan is now the first Nigerian first Lady to be appointed into a position reserved mainly for senior civil servants.

However, 17 other civil servants were also appointed by the State Governor, Hon. Seriake Dickson as permanent secretaries.

The other appointees are Mr.J.E. Oye, Samson Ayibeboa, Mrs. Antonia Koroye, Ziwari Billie, Buruboyefa John, Mrs Dikuro Ayebameh, Serge Williams, Olu Kuruom, G.I.Izein, Mrs.Philomena Alodie, Dr. Omietimi Kojo, Ese Izonebi, Ohougha Maythias, James Clinton, Mrs. Linnet Tebepah, Moses Teibowei, Dr. A. Sanayi and Vivian Odiwei.
