The lawmaker representing Abia North Senatorial District in the National Assembly, Orji Uzor Kalu, has suggested that the National Assembly and state legislatures should operate on a part-time basis to reduce financial burdens on the government.

The former Abia state governor, in an interview with journalists, proposed a constitutional amendment to enable lawmakers to sit for only three months, with four sessions per year, and emergency sittings when necessary.

He argued that this move would help streamline government expenses and promote trust among Nigerians.

He noted that lawmakers’ salaries are modest and do not justify the current full-time arrangement. He emphasized that this change could be part of a broader strategy to improve government efficiency.

The senator’s proposal aligns with recent calls for a part-time legislature, aiming to reduce costs and enhance effectiveness.

Kalu’s advocacy for a constitutional amendment may spark further debate and consideration among his colleagues and the Nigerian public.

He said: “Well, I think it would be a good idea for my colleagues to agree and amend the constitution first. In three months, we sit two to three weeks making it four times in year.

“If there’s any emergency, there would be an emergency sitting. We can come in and do a presidential bid on that basis and go back, instead of meeting on a full-time basis. It shouldn’t be the senate alone, both the House of Representatives and the Houses of Assembly in Nigeria. So, all the legislative branches in Nigeria should be part-time as austerity measures to reduce cost of governance or we should go back to regional government. If we’re going for regional government, it means the ministers and the lawmakers would be the same.

“I have been thinking on how we can save money to run Nigeria. Nigeria needs money. I will encourage the president, the National Assembly to make this law. It will help President Tinubu and the system — including everybody. Not that the senators earn a lot, we’re paid almost nothing in the Senate. I laugh when because our pay is nothing to write home about. But I want my colleagues to do a quick constitutional amendment have a part-time senate, house of representatives and state houses of assembly to earn the trust of Nigerians.”

The Member representing the Industrious and talented people of Aba North and South federal constituency in the green Chambers, Hon. Alexander Mascot Ikwechegh (Onye Ocha N'Aba) will train and empower women and youths of Aba federal constituency from the 20th of July through the 29th of July on tailoring. There will be starter packs for trainees after the program.

This program is one among the initiatives of Onyeocha n'Aba to alleviate poverty and make the women and especially the youths of Aba to be gainfully employed by themselves.

Hon. Ikwechegh has also vowed to implement more human capital development and capacity building projects in line with his outlined legislative agenda.

Senator Ali Ndume (APC, Borno South) has been removed as the Chief Whip of the 10th Senate.

In a voice vote, the upper chamber took the unanimous resolution to effect the replacement, after a letter of complaint against the unbecoming utterances of the chief whip, Sen. Ali Ndume by the APC National Headquarters, was read by the President of the Senate, Sen. Godswill Akpabio.

Tahir Munguno is the new Chief Whip as announced by the leadership of the Senate.

Politics / 2024 BUDGET: Blame Akpabio's Leadership For Slow Implementation -- Arewa Youths by MightyCJ: 3:30pm On Jul 12
A Northern Nigerian sociopolitical group under the auspices of Arewa Next Generation Leaders has slammed the leadership of the 10th National Assembly, describing them as rubber stamp, ineffective and too slow.

The group said it is a sign of failure for the National Assembly not to have checkmated the executive to implement the capital components of the 2024 budget.

The group in statement by Mallam Nasiru Muh’d on Thursday in Kaduna, said it was a total shame and total embarrassment for the country to be operating three different budgets in 2024, without implementing the capital components of the 2024 budget.

The group urged President Bola Ahmed Tinubu to rise to the occasion by implementing the 2024 budget, saying: “The president must understand that everything is at the point of a standstill because of the failure of his administration to implement the capital components of the 2024 budget. It is surprisingly this is coming from the president. We understand he has a weak National Assembly leadership; but he must understand that Nigerians are frustrated.

“We have scored the senate leadership low for not pushing the executive enough to implement the capital component of the 2024 budget. There is a need for the government to get Ministries, Department and Agencies of the Federal Government to implement the budget.

The Senate should urged the Federal Government to intensify efforts in funding the capital components of the three national budgets which are running concurrently in the country.”

The pro-democracy group also chided the senate president, Godswill Akpabio for failing to carry other senators along in certain affairs of the upper chamber, describing his leadership style as autocratic and ineffective.

“Akpabio has shown a lack of empathy for poor and suffering Nigerian masses when he recently turned a ‘let Nigerians breathe’ comment by a senator into a pun which attracted mocking laughter from his colleagues during plenary. He is running a man show without carrying other lawmakers along to make the legislative arm for effective. It is wrong for Akpabio and the leadership of the National Assembly not to have rally round others to compel the executive to implement the 2024 budget. It is a shame that under his watch, Nigeria is operating three different budgets.”

The Supreme Court judgement on the autonomy of local governments is one that should be hailed and applauded especially for the courage and independence shown by the judiciary. The Supreme Court being a policy court did what is right and beneficial to the society. While it may look like interference in the states, we should accept that all the calls for end of insecurity, kidnappings and banditry has just begun with this autonomy granted to the local governments.

When the local governments are in total control of their funds, there is flow of resources and activities in the local areas. For instance, when I was governor between 1999-2007, the autonomy of my local government chairmen was a major breakthrough to the success of my administration. The Local Government Chairmen built roads and gave contracts to local contractors. The Chairmen were able to take full responsibility of what happened in their local government and crime was reduced to the barest minimum.

I will also appeal to the Federal Government to consider making a case for local government elections to be conducted by Independent National Electoral Commission ( INEC) instead of the State Independent Electoral Commission ( SIEC) . This will further strengthen the autonomy to the local governments and reduce the pressure on the state governments. When governance gets to the grassroots, it becomes easier to identify and hold the leaders responsible.

I sincerely appeal to the 36 state governors to accept this judgement as a victory for democracy, victory for themselves and victory for all Nigerians.

I also congratulate the President, H. E Bola Ahmed Tinubu; the Attorney General of the Federation Prince Lateef Olasunkanmi Fagbemi SAN and all the Supreme Court Justices that played a role in this landmark achievement for Nigerians. Let’s continue to keep our hopes alive.
