NIMASA is not a revenue generation agency but Marine Regulatory Agency ( Local ARM of IMO INTERNATIONAL MARITIME ORGANISATION), Obasanjo only gave them revenue collection to maintain international standards of the IMO.
CUSTOMS AND FIRS are two different agencies all over the world.
The only thing is to appoint TRUSTED AND SINCERE Nigerians with good understanding of the functions of the agencies.

How efficient and safe is?

Clown what we have is illegal refineries using well know oil distillation process which is available to Js3 chemistry students in our secondary schools,
its not rocket science.

The only reason those illegal refineries are in business is becos they do not pay for the crude oil, they break pipelines and steal crude to refine, that's the only reason they are still into business, not becos of any local technology.
