Politics / St Paul’s College Confirms Stella Oduah Earned Bachelors Degree, But Not MBA by herbdull(m): 3:57am On Jan 10, 2014
Authorities of St. Paul’s College in Lawrenceville, Virginia, in the United States today confirmed to SaharaReporters that Mrs. Stella Oduah did obtain a first degree in Business Administration at the institution in 1982, with concentration in Accounting.
St Paul’s registrar, Ms. Helen Jackson, reiterated however, that the school has never had a postgraduate program.
Ms. Oduah would have been 16 years old at the time of admission. Asked to make that confirmation, Ms. Jackson said she could not offer personal information about the student.
SaharaReporters began a series of exposes on the minister’s educational background on Monday night. By Tuesday she had removed any mention of St. Paul’s College, the institutions where she initially claimed in citations, on Wikipedia and several personal websites that she earned a Masters Degree.
By yesterday, SaharaReporters obtained her curriculum vitae but it curiously made no mention of the widely, previously-claimed MBA. However, she claimed to have obtained an “honorary Ph.D” from Christian Pacific University in Glendale, California. That claim has also now been found to be false.
The Minister’s claim to an MBA in 1983 also conflicts with the year in which she supposedly served in the National Youth Service Corps.
Meanwhile, earlier today the ministry of Aviation disabled Ms. Oduah profile page which claimed she had “Bachelors and Masters Degree (in Accounting and Business Administration respectively) in the United States” only to restore the page apparently caught pants down with the false claims on her resume still intact.

The Presidency has made a proposal for an upfront deposit of N1.5billion for a brand new private jet, which will become the Presidential Air Fleet’s (PAF) 11th aircraft. This figure is contained in the details of the 2014 Appropriation Bill presented to the National Assembly by President Goodluck Jonathan through the Minister of Finance, Dr. Ngozi Okonjo-Iweala. The Federal Government has budgeted another N1.52b for the maintenance of the 10 aircraft currently in the PAF in 2014 and it is now set to spend just about that amount on a new one. This prodigious squandering of taxpayers’ money is reckless and unacceptable.
The PAF already boasts two Falcon 7X jets, two Falcon 900 jets, Gulfstream 550, one Boeing 737 BBJ (Nigerian Air Force 001 or Eagle One), and Gulfstream IVSP. Others are one Gulfstream V, Cessna Citation 2 aircraft and Hawker Siddley 125-800 jet. The combined estimated value of the PAF is about $390.5m (N60.53bn). According to industry experts, it costs a minimum of 20 per cent of that figure to maintain them annually. So we’re looking at about $58.57m (N9.08bn) yearly for maintenance. Private jets are money guzzlers either in the air or on land.
The proclivity of this administration for frivolous spending is well documented. The government has been severely criticised in the past for the colossal amount of embezzlement, rip-off and wastage that have been its hallmark. The rationale behind this new aircraft in the PAF must be condemned .
Apparently to hush the cacophony of voices that will rise in opposition to the proposed new jet, the Presidency in its usual deceitful manner, has made part payment for what can best be described as a completely unnecessary toy of comfort. The Nigerian PAF is already bloated. If he can’t travel in any of the 10 jets in PAF’s possession, then there’s absolutely no need for an eleventh one.
At a time we would think the numerous editorials and op-eds have succeeded in curbing waste and frivolities which this government now symbolises, then came this new proposal. We must continue to resist their recalcitrance. This lavish lifestyle must be checked.
The waste in government is also demonstrated in the large entourage that accompanies Mr. President on his foreign trips. One can only imagine the millions spent on hotel bills and estacodes that accrue to the government officials. According to reports, world leaders are stunned at the strangely large number of such entourage. The recent trip of President Jonathan in the first week of January this year to Kenya and the hullabaloo about his entourage are apt.
It is shocking that the same people who have budgeted millions for this new flying toy are aware that the country has no national carrier as I write. It is shameful that the PAF has about the third largest fleet of aircraft in the country with a total of 10 aircraft, coming closely behind Aero Contractors with 12 and Arik Air, the largest commercial airline in Nigeria with a fleet of 23 aircraft. What better example than the one given by a national leader like British Prime Minister, David Cameron, in 2010 when he slummed it in business class of a commercial airline flying from London to Washington. He was caught on camera swanning around the world in hired jets. He flies around the world on British Airways! Had it been in Nigeria, security risks, flight delays are few of the sundry reasons government officials would have given for not flying commercial airlines.

DerideGull: When federal and state law merged at an opposing point on the same pertinent issue, the federal law trumps the state law. Do these half-baked goons in Lagos State want us to believe that democracy is only practiced in Nigeria.
Nothing like FEd law thumping state... State cant legistate some state issues such as security which are class as exclusive. The state house has to pass a similar law, as in the child right bill, National health insurance etc.

SaharaReporters has learned that at least five Nigerian high court judges are the subjects of extensive corruption probes by the Economic and Financial Crimes Commission (EFCC). The five justices identified as the targets of the corruption investigation are Abdul Kafarati, Gladys Olotu, Aliyu Liman, Ibironke Harrison, and Rita Ofili-Ajumogobia.
In addition, our sources at the EFCC said that Justice Chioma Nwosu- Iheme of the Federal Court of Appeal and a former Chief Judge of Lagos State, Inumidun Akande, are also caught in the cross-hairs of the investigations into what one source described as “mindboggling corruption in the judiciary.”
A case file seen by SaharaReporters revealed that Justice Abdul Kafarati owns huge cash assets in several bank accounts, including one at Diamond Bank. In addition, he reportedly owns properties, shares and farmlands in Kwami in Gombe State.
Gladys Olotu, also a judge of the Federal High Court, is being investigated for owning several accounts in Guaranty Trust Bank, Access Bank, First Bank (United Kingdom), as well as significant stock in various companies. She is also reported to own several properties in Abuja, Lagos and Benin. A source said Ms. Olotu is believed to be worth more than N2 billion in cash, going by findings by EFCC and other investigators.
Justice Aliyu M. Liman is being investigated for owning various naira and domiciliary accounts, shares and properties in the Federal Capital Territory, Lagos and Kaduna States.
Justice Ofili-Ajumogobia reportedly owns an apartment in London, with a high-priced Mercedes Benz car parked on the property for her use whenever she visits the UK.
According to our EFCC sources, Justice Iheme-Nwosu has accumulated so much unexplained wealth that she was able to buy the Concorde Hotel in Owerri, the Imo State capital, as well as a mansion-like residence built near Concorde Hotel and reportedly worth N500 million.
Our sources said that the investigation into Justice Ibironke Harrison’s questionable assets has been completed. The probe focused on a property fraud said to be worth at least N150 million. One source revealed that the fraud was detected before Ms. Harrison was made a judge, adding that her involvement in the illicit scheme had been established to a high degree of certainty. “We are confident that we can make a case for her guilt beyond any reasonable doubt,” one judicial source familiar with her file told SaharaReporters.
SaharaReporters also learnt that the investigation of former Chief Judge of Lagos, Inumidun Akande, had also been completed. The fraud case relates to the judge’s diversion of massive amounts of funds meant for the Lagos judiciary during her tenure as chief judge. She is also accused of enriching herself to the tune of N700 million from funds stolen from the Lagos State judiciary.
A senior EFCC official told our correspondent that the investigations into the criminal conduct of all the judges targeted for probe had either been concluded or reached advanced stages. However, the source added that the commission’s chair, Ibrahim Lamorde, was dilly-dallying instead of approving the commencement of prosecution.
“I can tell you that we are at the stage where we can charge the affected judges to court, but the Chairman of the EFCC Ibrahim Lamorde has not given us a go-ahead for the judges to be arrested and charged for corruption.”

Ghana's Deputy Communications Minister Victoria Hammah has been sacked after she was recorded allegedly saying she would stay in politics until she has made $1m (£600,000).
"If you have money then you can control people," she seems to say on the tape which has been widely circulated.
Ms Hammah has not yet commented on the tape or her sacking.
The BBC's Sammy Darko in Accra says she played a key role in President John Mahama's election last year.
Some pundits will feel vindicated over her sacking, as they warned that she was too young and inexperienced to serve in government, our correspondent says.
In August, she said there was a lot of pressure on her to steal public money because people thought that, as a minister, she was rich.
She described such demands as "obnoxious", reports the Ghanaweb news site.
"Corrupt politicians are the reflection of [a] corrupt society!" it quotes her as saying.
Ms Hammah first came to the public attention after stumbling several times while making a speech and then saying she had been given the wrong text.
On the tape, which has not been independently verified, she says: "I will not quit politics until I make one million dollars."
She also criticising another deputy minister, calling her "senseless, ugly, loud and egoistic".
Information Minister Mahama Ayariga did not give any reason for Ms Hammah's dismissal in her one-sentence announcement.
But it comes 24 hours after the tape went viral on social media and was played on a local radio station.
Her driver has been questioned by the police, after she lodged a complaint, saying her right to privacy had been infringed.
Police spokesman Freeman Tetttey told the BBC they were investigating whether an offence had been committed.

With no major economic reform between June 2, 2012, to June 1, 2013, Nigeria has been ranked 147 out of 189 nations in the World Bank’s Doing Business report released Tuesday.


The new World Bank Group report revealed that the Sub-Saharan Africa continues to record a large number of reforms aimed at easing the regulatory burden on local entrepreneurs, with 66 reforms adopted in the past year. Rwanda, Côte d’Ivoire, and Burundi were among the 10 economies globally improving business regulation the most.


The top African countries in the list are Mauritius at 20 position, Rwanda 32, South Africa 41, Tunisia 51, Botswana 56, Ghana 67, Zambia 83, Morocco 87, Namibia 98 and Cape Verde 121.


This year‘s rankings on the ease of doing business are the average of the economy‘s percentile rankings on the 10 topics, which included starting a business, dealing with, construction permits, getting electricity, registering property, paying taxes, trading across borders, getting credit, enforcing contracts, protecting investors, and resolving insolvency.


Singapore tops the global ranking on the ease of doing business. Joining it on the list of the top 10 economies with the most business-friendly regulatory environments are Hong Kong SAR, China; New Zealand; the United States; Denmark; Malaysia; the Republic of Korea; Georgia; Norway; and the United Kingdom.


The report tagged: “Doing Business 2014: Understanding Regulations for Small and Medium-Size Enterprises”, found that of the 20 economies improving business regulation the most since 2009, nine were in Sub-Saharan Africa: Burundi, Sierra Leone, Guinea-Bissau, Rwanda, Togo, Benin, Guinea, Liberia, and Côte d’Ivoire.
The report’s data showed that of the 47 economies in the Sub-Saharan Africa, 31 implemented at least one business regulatory reform in 2012/13.


Rwanda implemented the most in the region, with reforms in eight of the 10 areas tracked by Doing Business.
Three African economies made the biggest progress globally in an area measured by the report: Burundi in the ease of registering property, Republic of Benin in the ease of trading across borders, and Côte d’Ivoire in the ease of enforcing contracts.


“It is encouraging to see so many countries in Sub-Saharan Africa engaged in reforms aimed at reducing burdensome regulations and building up stronger legal institutions. In 2012/13, more than twice as many economies in the region reformed as in 2005,” said Augusto Lopez-Claros, the Director, Global Indicators and Analysis, World Bank Group.


“Despite these achievements, more can be done to improve the quality of the rules underpinning the activities of the private sector, to ensure continued convergence toward the better practices seen elsewhere in the world.”


For the first time, Doing Business this year measured business regulations in South Sudan, which gained independence in 2011. Despite the challenges of creating laws and regulations from scratch, South Sudan has already passed a company law, tax law, and insolvency law.


In addition to the global rankings, every year Doing Business reports the economies that have improved the most on the indicators since the previous year.


The 10 economies topping that list this year are (in order of improvement) Ukraine, Rwanda, the Russian Federation, the Philippines, Kosovo, Djibouti, Côte d’Ivoire, Burundi, the former Yugoslav Republic of Macedonia, and Guatemala.
Yet challenges persist: five of this year’s top improvers - Burundi, Côte d’Ivoire, Djibouti, the Philippines, and Ukraine - are still in the bottom half of the global ranking on the ease of doing business.


The highlights of Doing Business 2014 concerning Sub-Saharan Africa showed that;
• Thirty-one of 47 economies in Sub-Saharan Africa implemented at least one regulatory reform making it easier to do business from June 2, 2012, to June 1, 2013—66 reforms in total.
• Since 2005, all economies in the region have implemented business regulatory reforms in the areas measured by Doing Business. Rwanda implemented the most number of reforms in the region with 34 reforms during this period, followed by Mauritius with 23 and Burundi with 21.


• Rwanda has made the greatest progress globally since 2005 in narrowing the gap with global good practices. Burkina Faso and Burundi are also among the top 10 most improved. Mali, Sierra Leone, Ghana, Guinea-Bissau, and Côte d'Ivoire are among the top 20. The top 50 include 18 African economies.


• Rwanda, Côte d’Ivoire, and Burundi are among the global top 10 improvers this year - the economies making the biggest improvement in business regulation over the past year.
Rwanda implemented regulatory reforms in eight of 10 areas measured by Doing Business. Côte d’Ivoire implemented four reforms making it easier to do business (and one making it more difficult), and Burundi implemented six.


• Mauritius has the region’s highest ranking on the ease of doing business, at 20 out of 189 economies. Rwanda has the region’s second highest ranking, having overtaken South Africa.
• Data were collected for the first time this year for South Sudan. The country has a ranking of 186 on the ease of doing business.

Nigeria has moved backwards on measures that can cut down deaths among children, seeing slower decline in mortality over a 10-year period, a new report on child survival as revealed..

The report indicated that two years to 2015, Nigeria is still not among some 25 countries with high child mortality that have “met or are making significant progress” toward a health-related Millennium Development Goal (MDGs) to reduce child mortality by two-thirds, according to a ranking by the charity Save the Children.

The report tagged, An Agenda for Ending Preventable Child Deaths, considered trends in child and infant mortality, as well as measures to sustain health programmes and ensure equity over periods exceeding 10 years, and concluded Nigeria made “very little progress.”
It ranks Nigeria 24 among 75 countries for reduction in under-five mortality, equity and sustainability, with a total score of 1.5 out of a possible three.

The report which was unveiled during the week in Abuja places Nigeria far behind countries that have met targets to reduce child deaths—Ethiopia, Liberia, Tanzania, Nepal, Malawi and Bangladesh. The report focused on efforts by stakeholders between 2000 and 2012 in curtailing infant maternal mortality. It looked at deaths among children under age five dropped from 188 per 1,000 to 124—a change of nearly 34 percent, but up to 32 percent of occurring deaths are still among newborns, the report observed.

Speaking at the launch of the report, Assistant Director for Child Survival, Ministry of Health, Abuja, Tinu Taylor, observed that “Importantly, we have a big chunk of these deaths in newborns, What is killing these newborns are also preventable causes—birth related injuries, complications in pre-term birth. These gaps are still there because we have not been addressing these issues properly,”

The report pointed out that percentage of children receiving treatment for diarrhoea and rate of exclusive breastfeeding have both fallen. Taylor was among panelists at a forum to mark Global Day of Action, including renowned social media expert Blossom Nordin and Ademola Olajide, a health director at the African Union Commission, who spoke from Ethiopia via video conference.

The proportion of population with access to improved sanitation dropped from 35 percent to 30 percent over an 11-year period and measures of equity still show wide gaps in wealth, gender and geography, the report said.

The report notes that children born poor are two-and-a-half times more likely to die before the age of five than a child born in the wealthiest 20 percent of the population.

In addition, a child born in a rural area is 60percent more likely to die before age five than a child born in an urban area, and girls have a higher likelihood than boys of dying before age five.

Programme Advisor of Save the Children, Dr. David Olayemi, stressed that the report clearly show us that the issue of equity has not been addressed at all in this part of the world. “The rural poor, even in urban areas, people who are not educated are still where they were. People who are vulnerable are being left behind and therefore our percentage has continued to relatively increase when we compare it to other parwts of the world,” he said.

The House of Representatives Wednesday directed the boards of the Nigerian Prisons Service (NPS), Nigeria Security and Civil Defence Corps (NSCDC) and the Nigeria Immigration Service (NIS) to stop forthwith the collection of application fees in their recruitment programmes.
It specifically ordered the NIS to stop with immediate effect, the collection of N1,000 application fees it has been collecting from applicants and to also make refunds to those who had already paid the said fees.
The committee has also directed the Secretary of the Board of the NIS to produce the consultants handling the current recruitment exercise, the bank accounts which the applicants have been paying monies into as well as the amount so far collected to date.
The directives came as the Joint Committees on Public Service Matters, Employment, Labour Productivity and Anti-Corruption, National Ethics and Values commenced investigations into allegations of job racketeering in the recruitment into the Federal Public Service.
The investigation followed public out cry on incidents of racketeering in recruitment into the Federal Civil Service. So far, the probe has revealed that apart from the illegal application fees, most Ministries, Departments and Agencies (MDAs) have jettisoned Public Service Rules on recruitment and adopted extraneous methods of selection of applicants through the back door.
The Chairman, House Committee on Public Service Matters, Hon. Andrew Uchendu, said there was no reason why a Nigerian citizen should be made to pay N1,000 for a job he was not sure of getting.
Uchendu described the practice of job racketeering as illegal and unacceptable in Nigeria.
Uchendu also directed the NCS to provide the committee with its nominal roll and the list of all officers enlisted into the service in 2011.
The data, he said, should include their grade levels, states of origin and their qualifications.
In the case of the Corporate Affairs Commission (CAC), it was discovered that the commission had been recruiting its staff over the years without following the due process.
Director of Human Resources at the commission. Mrs Laraba Shuaib, however, said the trend was being reversed to bring it in conformity with the civil service rules and regulations.
The acting Chairman of the Federal Character Commission, Alhaji Ibrahim Lawal Funtau accused all the MDAs and the Federal Civil Service Commission of not following due process in the recruitment of staff despite all reminders on the need to follow due process in line with civil service rules.
Funtau commended the House for embarking on the investigation, saying it would expose the rot in the system.
Speaker of the House of Representatives, Hon Aminu Tambuwal, who declared the investigation opened, vowed that the House would do everything within its powers to put an end to the ugly development.
"It is tragic that in a nation with such a high degree of unemployment, people can be so heartless as to make job-seekers pay for the opportunity of contributing their quota to the development of their father-land.
This means that however qualified they are, unless they can cough out the bribe, they won't get the job.
"There is no doubt that the rise in violent crime today is related to the fact that millions of our people are jobless and therefore more vulnerable and easier to lure into a life of crime.
"This situation cannot be allowed to continue. We are denying our youth the opportunity to provide our country with the right manpower. We are throwing away any chance we have of staffing our ministries and agencies with the calibre of people that can translate government policies into action", Tambuwal said.

Lagos State Governor, Mr. Babatunde Fashola, has said the state energy reform initiatives are yielding positive result with the state close to being self-sufficient in its power needs.
To this end, he said some public institutions were being moved out of the national grid and connected to the power being generated from the power plants built by the state government.
Fashola, according to a report yesterday by the News Agency of Nigeria (NAN), spoke during his engagement with a spectrum of residents and the Diaspora community on the social media platform, Google Plus Hangout.
The session was part of the build-up activities to mark October as the Energy Conservation Month, declared by the state government to sensitise residents on the importance of energy conservation and efficient use of available power.
The governor who answered questions from participants, said the objective of de-connecting some public institutions from the national grid and connecting them to the state power infrastructure was to ensure 24-hour uninterrupted power supply so that they could be more efficient in the delivery of services.
He said: “Working within what the Power Sector Reform Act permits, we are gradually entering self generation in Lagos State through our independent power plants. As you may be aware, we have an IPP at Akute and the Island Power Plant. In a few days, we shall be commissioning the Alausa Power Plant. Once this is done, government offices will be taken off the supply from the national grid and the power which we no longer need will be made available to Lagosians.”
The Google Plus Hangout was hosted by popular music rapper and Lagos State Energy Ambassador, Mr. Jude Abaga (M.I).
He was joined by five ‘Power Kids’ from Iju Senior Secondary School led by Master Gideon Osadare and Dimeji Lawal-Are, a 500-level Computer Science student, University of Lagos, leading four others from some tertiary institutions in the state.

Williamso: You all should stop lambasting Wike!!! He is only the "acting" minister of education, & has had the job for barely a week. He has shown his pedigree while being minister of state (If you didn't know, the full minister handles the universities while the minister of state handles primary and secondary schools), and I strongly believe he will transform this sector. As for those asking what he knows about education, do you recall how much a former lecturer and ASUU member - Dr Sam Egwu - knew about education in 2009 when ASUU embarked on a four-month strike? (I was grossly affected then)
so what do think NUC handle? And when is primary school part of the federal govt. Jurisdiction. Wike has a minister got to the limelight when he was drafted to assist Okupe, Abati and Maku on the attack train.
