It is likely that the NDA is a relatively small group, consisting of a few skilled individuals who have worked in the oil industry and are from the local area. It depends on who is backing who. If them get connection with CIA, it possible. If you can factor in the fact that throughout those yes of their amnesty, security was so porous, they lifted crude and exchange for weapons and cash in the high sea, while the security agency turned a blind eye to it. Nothing is impossible.
