I know that Ballot papers are updated every 4 Years because new Parties are registered.

That means we have people within INEC that provide sample ballot papers for duplication and forgery. Or even print excessive number and share with their partners like the APC contestant being the one handling printing of ballot papers.

This election is a sham, cos having already thumb printed ballot papers means the PVC/Biometric device is useless.
