Nigeria's ailing president has signed a supplementary 2009 budget taken to him in Saudi Arabia covering spending in sub-Saharan Africa's second biggest economy until the end of March, a presidency source said on Tuesday. President Umaru Yar'Adua has been in a clinic in the Saudi Red Sea port of Jeddah for more than a month being treated for a heart condition, raising concern about his ability to govern Africa's most populous nation. "The president has signed the supplementary budget, which was taken to him. He can exercise his powers from anywhere," the presidency source told Reuters, asking not to be named. The Senate passed the 353.6 billion naira supplementary budget last month, which includes capital spending of around 253 billion naira, of which 114 billion is earmarked for "post-amnesty intervention" in the Niger Delta, the restive heartland of the country's oil industry. http://234next.com/csp/cms/sites/Next/Home/5504398-146/Yar'Adua_signs_budget_from_sickbed_.csp This country is creating different funny issues everyday. God help us |

Yar’Adua’s Signing Of Budget Unconstitutional —Falana December 29, 2009 14:46 (52 minutes ago), 141 views By Simon Ateba Activist lawyer, Femi Falana, has argued that the signing of the 2009 supplementary budget by President Yar’Adua on his hospital bed at the King Faisal Specialist and Research Centre in Jeddah Saudi Arabia is illegal and unconstitutional. Falana , quoting section 58(4) of the Constitution which says “Where the bill is presented to the President for ascent, he shall within thirty days thereof signify that he assents or that he withhold assent,” said that the signing of the said budget cannot stand. He argued that it is already 36 days since the budget was passed by the National Assembly without Yar’Adua signing it. But the Deputy Senate President, Ike Ekweremadu, yesterday, announced that the President had signed the budget as stipulated by the constitution. He was not specific on the exact date the budget was signed by Yar’Adua. Meanwhile, a Federal High Court sitting in Abuja, this morning, adjourned till 6 January 2010 the matter instituted by Femi Falana and Bamidele Aturu against President Umaru Yar’Adua over his ill-health. http://thepmnews.com/2009/12/29/yar%e2%80%99adua%e2%80%99s-signing-of-budget-unconstitutional-%e2%80%94falana |

Yar'adua signs from his sickbed!!! We are doomed in this country. You mean Turai cut and paste his signature on to the document. Yar'adua that no one has seen in over a month. Turai and his family have not allowed anyone to see him because he is in a coma in intensive care. How on this planet does a man in a coma sign the budget for his country. What next, Abacha will come back from the dead too! |

This is the funniest thing I ever heard. When he was well, he wasn't the one signing the budget, it was his cohorts in the kaduna mafia, who were singing away state funds for contract awarded to their own enterprises. Now he is sick he wants to show bragadoshia by signing the budget. Money wey dey don tiff/spend since tey tey. Na paper im just day sign. Abeg make una come see nija film trick, we call this one "advanced photoshop techniques". Or "Adobe After Effects". Wander shall never end. |

This is the highest form of deception and fraud. The moribund President's medical condition got worse over the festive holidays according to newspaper reports, how is it then possible for his comatose body to sign any document. A blatant example of 419 by Turai and her fellow fraudsters, this is nothing short of an invitation to the military to stage a coup. These people are sowing the seeds of conflagration in the country, how much more can we take. |
